- `oa_scope=full` means registered content is intended to be openly accessible; it does not guarantee a single reuse licence.
- `oa_scope=mixed` requires title/article/year-level verification.
- `publication_state`, `peer_review_scope`, `version_scope`, and `license_scope` are separate claims.
- Subscribe-to-Open records list only verified `open_years`; do not project those years forward.

- Profiles are deterministic routing heuristics with per-source provenance: rule version, source verification evidence/date, automatic result, and explicit override state.
- They are not prestige or article-quality rankings; high `noise_risk` means more filtering.

## Default Open Scholarly Sources agent behavior

- Default mode is **source navigation only**: use the registry to point the user to a small number of relevant registered scholarly sources and explain where to dig for literature.
- Ordinary find/search/recommend-literature requests do **not** activate document verification.
- By default do not call Crossref, DOAJ or Unpaywall for verification, do not emit resolution attestations, do not judge document admissibility, and do not open public-ocean fallback.
- Verification is optional and requires **explicit user opt-in** such as asking to verify papers, validate sources, run the verification gate, or perform a source audit.
- When verification is explicitly enabled, follow the pinned retrieval-routing policy and `RETRIEVAL_ROUTING.md`.

中文：預設只用本 registry 指出去幾個最適合「挖文獻」的學術來源；使用者沒有明確要求核實／驗證／認證時，不要自行啟動 resolution gate。

## Registry-brokered OA search for chatbots

- Use the GitHub connector to pin `main` to one immutable `release-snapshots/releases/<sha>/` directory; do not mix releases or use Pages as the default bootstrap.
- Select active sources dynamically from the pinned registry. Derive each broker domain from that selected source's exact HTTPS `canonical_url` hostname; do not use a hard-coded source list.
- A domain-restricted web search is a discovery broker only. Search snippets and cached result text are not evidence.
- Open only an exact-canonical-host candidate and verify the original container/source identity before using the evidence scope allowed by the registry record.
- Preserve broker, identity, original-fetch, adapter and registry coverage gaps; none means “no literature exists.”
- Strict adapters remain optional secondary checks. This protocol requires no Skill, MCP, Radar or custom server and does not claim runtime firewall enforcement.

中文：Chatbot 由同一 immutable registry 動態選來源，再把來源的 canonical host 當作網搜 domain filter；網搜只負責找路，snippet 不是證據，必須開啟並核對原始登錄來源。
